Hiiker,
I believe that the reason is due to the services that are available... I.E. the bathrooms, the barbeque rings/pinic tables etc...
Now if you don't mind walking in you can and not have to pay. Park down by camp tulake. Where there is a gate and a dirt road to follow in a small walk to the lake.
I too was up there last week... the fishing was great as always. With the summer crowds gone the lake is wide open. Nothing better than tubing around Jenks...
