I would start out exploring the south fork/dry lake area on snow shoes. The trail is usually packed down and easy to follow a few days after a storm. Look for group hikes with Outdoors Club, or some of the local Meetup.com groups. You can learn a lot from people in those groups.
A good waterproof backpacking boot is good for most conditions in the local mountains.
