The San Jacintos actually see less monsoon action in the Summer. Why? Because the flow is along the mountain range and no real sharp edge to it. Aka the Riverside / San Bernardino County mountain range rings out all the dynamics before hitting it.
The Eastern San Bernardino Mountains win out at all times.
Over my years in forecast, the snow level is always better with more snow for the San Bernardino Mountains. Sometimes the San Bernardino Mountains will block colder air into the San Jacinto Mtns, thus reducing snow levels....
So alland all the topography will favor the SBD range.
