You know...I believe that the pain stimulus method works IF it is done with rapid action.
But, try using a line first as Angie described and just let the dog watch other dogs work. If he gets "started up" through frustration, then let him have a little action and then put him up.
Letting a dog watch other dogs in action can be one of the easiest (and often overlooked) methods to success.
