Victory lane is a staged event and they have to make sure that all of the right folks are there. This is why often times you see an interview going on with second or third place before the winner is interviewed. The right beverage has to be sprayed around, etc. The driver is told when it is time to exit the car and doesn't do so until he is allowed to. I don't worry about a few commercials. With the greed that NASCAR is famous for the networks have to pay the bills somehow. If they play a few ads right at the end of the event, then so be it.
It will be interesting to see if the ratings decline continues as TNT and ESPN/ABC takes over the broadcasts.
