I would guess that such a "sharpener" could realign the blade edge, much like a steel does for a cook's knife, but it's hard to imagine prolonging the life of the blade indefinitely (such as 200x). It would also wear way any PFTE edge coating pretty quickly.
I would be curious to hear from someone who has actually used one, however. If Classic is selling them, they have probably found them effective to some extent.
