John (letterk) started selling sampler packs as a side effect of wanting trying out different blades. In the beginning, it was more of a service to other members that probably didn't net him a whole lot compared to the trouble it took to put these things together, pack, and ship them. WSC went a long time like this before expanding it's product selection to what we see today. It has become a full fledged business with a nice selection and good prices. WCS does not have anything to do with B&B other than the fact that John was (and still is) a moderator there long before WCS came into being. I have never seen any preferential treatment given to him over other vendors.
It is often brought up here and elsewhere that WCS has a monopoly on blade samplers at B&B. This is true only by virtue of the fact that his only competitors were banned for well known reasons not related to selling sampler packs. You can search around over there and see what happened if you spend a little time and watch the stories unfold.
