1986 ninja carbs

i just hooked up a mercury carb sync tool to my carbs and noticed that the number 2 carb jumps around alot, the other carbs jump to but this one jumps really fast, almost like there is some kind of air leak, but i've looke and cant find any,, could it be something inside the carb?
