Kawasaki KY80

My neighbours kid has possibly seized his engine, but I'm not certain. If anyone has knowledge of working on these bikes can you let me know what damage could be caused by the water running out as I anm not up on the KY80.
He was out and tried to put into 3rd and water apparently came spurting out. Has since refilled checked oil etc but will not kick over. Says the kick is quite light not much compression which makes me think possibly piston/piston ring damage. Could there be a simpler explanation. Feel free to email me with advice.
