bike won't catch

I recently had a friend visit and of course he wanted to see the bike I bought .
I tryed to turn it over for him , it caught couple of times but didn't keep running , now it cranks but won't run .
I had this happen already when I bought the bike a couple of weeks ago and I changed the plugs gave it a charge and wham ran like a dream .
I took one of the plugs out to check it and it was wet on the end and a little dark , does this mean the plugs are fouled again ?
Should I clean them up or buy new ones ?
It's winter here and the bike is cold could this be the problem with her not wanting to run?
