$300 000 Museum Study

Recently the City received a grant of about $300 000 to study and design a new museum and visitor centre. If the study and design costs $300 000, how much will the museum cost? If an architect take 10% is an estimate of $3 000 000 reasonable? Who will pay for it? Anyone know anything more, am I mistaken?
