100 dollar checks

My $100 check from Gordon Cambell is signed by the Receiver General for Canada & Deputy Receiver General for Canada.
Where is the check coming from? The Federal Government or the Provincial Government?
Why didn't we get a check from the Receiver General for the Province of British Columbia?
Any idea's?
