It is a dilemna because the clothing industry has made daily street clothes for kids to personify either the "hooka" or the "gangsta". Kids try to fit in and the parents also try to fit their kids in. I don't think that the fact that your friend did buy the uniform pants was improper; it seems the manufacturer of the clothes was not a good choice. Look out for a better brand or label. I think a uniform dress code once fully accepted and agreed to will be a good thing. Now for the teachers dress code??? Long overdue for some dicipline in that area.
