Question about make-up race

I was wondering if the classes with only enough cars for three rounds-such as XDR,can pair-up during qualifying?All we need is a copy of the ladder from fontana so we know who to race.That way there is a possibility for more than one winner as is should be.Im sure the racers can handle the pairing in the lanes so there is no added burden to psca crew.What do you think?I do understand that this will only work with classes with lower car counts.
