"Someone with a brain" - I'm not sure how long you've lived in this area, but actually at one time when you called 911 (or the non emergency number) you DID reach the Powder Springs police department directly, and they did dispatch their own officers. They do have their own dispatcher - even today. It's just that now instead of handling calls directly from residents, they take the calls from Cobb PD and dispatch their officers from there. Two steps instead of one.
I have nothing personal against the police chief and have only met him a couple of times, but he's been in his position for a very long time, and does come across as the "old south small town cop" stereotype. Nothing personal, as he might be a very nice guy, but I don't think he has kept up with the way Powder Springs has changed in the last few years and I do think we need someone a bit younger and more progressive and proactive running the show now.
I also agree with your suggestions that parents should be help much more accountable than they currently are for the actions of their kids. Anyone over the age of 13 should face charges for robbery, burglary, or drug dealing the same as an adult and not be simply handed over to their parents who apparently didn't raise them right. The parents should be fine or if the child commits multiple crimes, even jailed.
