Not much we can do about that short of mass resettlement of scenesters to peoria ala the trail of tears or the Strategic Hamlet program during the vietnam conflict. actually, the mental image of scenesters getting prodded along a muddy trail at the point of a bayonet is somewhat entertaining the more i think about it . . .

yes i don't think the answer to making the peoria indie scene 'less boring' is to start bands that sound like existing indie bands.
