Argentina, Australia in particular as they have large livestocks so they can graze. Agriculture would be much harder because it depends on the logistics chains (fertilizers, diesel, spare parts for machinery etc). And they are not quite as susceptible to the nuclear winter which should be a lot milder in the southern hemisphere anyways.
So, Australia. Or New Zealand.
