If this is supposed to be on a "rolling three year" basis, I thought clubs could get behind on being compliant in years one and two, as long as they caught up and balanced the books in year three?
If that's the case, why are we being charged for the last year, when that could be considered the first year of three, and we effectively have two more years to balance the books?
Am I missing something fundamental here, apart from the whole thing stinking to high heaven?
