He did stand up in the commons and start a pre-written rant about a topic they weren't even debating yet.
The media cover for him because he's a character, last week the BBC Radio5 political correspondant actually prompted him about something he'd forgot to be desperately passionate about.
People just go with the "Clever man pretending to be an idiot" line to assure themselves that they haven't just got a soft-spot for the affable upper class twit.
