I'd wait a little while and see if there are any signs of new growth in the next few weeks. It's not too unusual for the existing fronds to get to looking like that over the winter. Especially if you've had temps into the 20's. Planting them in the winter is not a bad thing..... i'd give them some time this spring before i completely wrote them off.
