When I have done this in the past, believe me, it was with great reluctance and only because they had bud rot. I would never do this in order to reduce the size as this seems to be the case here since 1/4 of a large palm was removed.
I remove perhaps 3-5 inches at a time , depending on the trees size and depth of the spear, until I reach live tissue.
Naturally you could remove more trunk from a smaller palm, and I have removed all but a couple of inches of trunk from a 3 gallon washingtonia and it recovered.
How much that could be removed from a very tall washy without killing it, I do not know and thats why I can only say it MAY survive.
