It could recover fully and re-grow a new crown of fronds.
The reason I say this is because its an accepted practice to help a Washingtonia recover from bud rot by removing sections of the trunk until you reach live bud tissue.
I have done this myself and the palms recovered nicely. You cannot tell from looking at them now, that this ever happened.
But you must prevent bud rot until it begins to re-grow in order to be successful.
