Moving a Mexican Palm Question

Hello. I was wondering what the best time of the year would be for re-locating a Mexican Palm.. I think its a Sago. The palm has grown too big for the area I planted it in and needs to be moved. I would sure hate to move it and then it die on me. Its trunk is about 3 feet tall and 12 inches in diameter. I am located in Virginia Beach, VA. Thanks in advance.
