Windmill palm leaves coming up dead

We have several windmill palms in the planters around our pool in Dallas, TX. They are far removed from the water. One is doing fantastic, the other is having new leaves come up dead from the center of the palm, the leaves are brown and dried and don't expand. Does anyone know what this is or what we can do. The plant has been planted for 3 years and is about 6 feet tall.
