Would there be any objection to trimming palms without a license

I have just started a palm tree trimming business. I can't afford the insurance and bonding now. I heard that there is a license for working on trees. All in all, would there be any problem with climbing and dropping palm fronds on the ground for income without credentials above a business license. Fronds don't damage fences or houses, so I don't see the need to be insured.
