It kind of depends on what kind of palm seeds you are talking about. For the most part you can't go wrong with planting them like any other seed. It will speed up things if you remove the softer fruity part from the seed and soak them in water for a couple days. I also have had good luck sprouting them in those little trays that have the clear lid, kinda like a little greenhouse.
