Was the palm balled and burlapped when you planted it? I planted a balled and burlapped Texas Sabal about the size of yours around 4 years ago and it has yet to produce a nice full set of fronds. It is alive and well, just not mature looking as far as shape goes yet. I'd say give it some time.
