I also have a Mexican fan I picked up in AZ a few years ago. It is actually quite normal for the growth to slow when potted indoors, especially durning the winter months. They are used to direct sun all day long but do very well in a south facing window. I water mine once or twice a week, lightly during the winter, heavy in the summer. Also try getting (citrus tree fertilizer spikes, break one into 3 pieces and put them just below the surface of the soil at the edge of the pot, I'll bet it perks right up for a few months. Palms go through nutrients like crazy.
