Did you note the last line in that article?

Tells me that they know too well that it would be required to have an FFL to sell and would have to run through the NIC before a sale could be completed. The problem I have with that is, what's to stop someone from buying the muzzleloading version,then "upgrading" to a cartridge rifle later.
