So, you just moved....to another country, that is a pretty major deal. Have you been able to rule out any potential medical issue? If you can be certain that this is NOT a medical issue, you can then begin to move on to treating it as a behavioral issue.
Has your guy done this ONLY since moving to Germany? Was he quarantined? Were you able to visit him while he was quarantined? Do you know of any episodes while he was in quarantine? Who was keeping him, what were they feeding him, was he being exercised, was he given medical examinations, was he being socialized????.....the list of questions to consider is great.
I would first suggest a full physical examination to rule out a medical problem and move from there. If you are going to treat it as a behavioral problem, look at it as though he is a small puppy again, start training from the ground rules. Re-establish his position in your home, he needs to see that you provide him with his needs....food/water, shelter, and security. I don't mean to sound presumptuous, but if this is not a medical issue and a new developement, I would say it was due to the stress and trauma of a big move.
