By duplicity, I mean a tendancy to accomplish goals in a non straight-forward way. The US in contrast does things more straightforward. I didn't say one approach was good and another evil. Maybe the duplicitous way is smarter? So Russia (and perhaps other nations like China) is fomenting civil unrest and illegal internet activities while the US is just doing more straightforward activities to forward their interests, like trade sanctions, etc. The reference to NPA is that authoritarian habitances have more individuals in leadership who are "suspicious manipulators" instead of "managerial autocrats" This is not a value judgement or an effort to label one group as evil and another as good. It's just a comment on style.
