Breaking laws constantly is a criteria for antisocial personality disorder. The whole disorder is structured around that. Again, antisocial personality disorder can be the result of psychopathy or it can be the result of pseudo-psychopathy. In the event its the result of psychopathy, then yes, it's root cause is biological/genetic. If it's the result of pseudo-psychopathy, then it's root cause is environmental. Breaking laws is only a behaviors. Behaviors can either be caused by nature or nurture. However, when you get into interpersonal dimensions of personality, that's typically biological and unvariable. The psychopath's glibness or affective deficit doesn't mellow out over time. So while there can be genetic underpinnnings for people breaking laws, not every person who breaks laws does so because of their genetics.
