The answer is clearly “yes”. There are "NP-like" NPA types of fairly low temperament who rarely have the explosive rages of their high temperament cousins.
Also, intimidated NPA types (for example, an individual in an unusual social situation) can completely lack aggression and resemble NP types in behavior. A good example that I have seen is a newly-hired intensive care nurse whom I have initially mistakenly assumed to be an NP type.
In short, there is wide biologic variability in virtual all physical and behavior attributes, and overt N trait can also be variable in NPA types to the point that an NPA type can resemble a PA type.
