Character from Book II and III

So I've still seen only the first episode of Book III so far, and I'm wondering about one character. Remember how in Book II, Charles had a friend later in the miniseries named Lt. Pickles who got onto Charles about being such a "killing machine." Well, is the actor that played him playing the same character in Book III? I noticed someone referred to him as Captain during the time that Cooper was joining up with the KKK. If he's not playing the same character, it certainly is odd that he's playing someone else. I just haven't heard anything mentioned yet to say that he's the same one from Book II. Even on imdb.com, when I searched for his name, no character name is given for Book III. Does anyone know?
