1991 leaking fuel

Hello All, I have a question, I have a 1991 115hp Mercury that runs good but spits up fuel /oil mix when tilted forward, I had an older 65hp mercury that did the same thing, is it normal for mercury outboards to leak like this? Thanks in advance for your help Charles
