Not many Army personnel on Okinawa surf. But plenty of Americans from other branches do along with American civilians who are contractors or own shops around town. Now, military or not, these people are more than likely friends with people in the service. Besides, MOST are cool fellas and speak decent Japanese so it's not like your trip will be polluted by the west. If you just don't want to be around Americans, it's probably not in your best interest to go there. I'm kinda curious why. If you think you are going to rule the peak on some mysto wave with only locals out, you are mistaken. If you are really looking to stay away from Americans, I wouldn't suggest going out to drink in the South Central part of Oki, that's where you will run into most of us. With that said, every nook and cranny on the island has the potential for being good in December minus a few typhoon spots. It's really just rolling the dice. The wind will be cold, so bring a 3/2 and you will have maybe a four hour time window with the tide change and pray the wind is in your favor. Go up north, probably your best bet.
