I have read "Mit brennender Sorge" several times. I do not find a condemnation of nazism in this text. It deals with the fear of the church caused by the nazi's not keeping to the terms of the concordat. Can you please give me a few quotes condemning nazism? Maybe I read wrong.
Regarding mgr. Pacelli who assisted in the writing of the text: once he became Pope, the first international diplomat received by him was the German (nazi) ambassador. Pius XII expressed his strong desire that "Mit brennender Sorge" would not have a negative influence on German-Vatican relationships.
