We had stores like that pop up locally, but Cook County(which includes Chicago) ended the RYO loophole as of March of this year. Illinois is ending it with the cig tax increase taking effect later this month, but I know a lot of such stores did pop up throughout Illinois, when the RYO loophole did exist. (and still do outside of Cook County, which'll all obviously stop having RYO machines after June 24th)
I remember reading Wisconsin ended the RYO loophole, in late 2011. So enjoy those stores, while they last....
