Ah, The Wise Rita. I gotta hope and believe that you are right on this one. I have to say that sometimes just the stories on the "Anyone Can Smoke Board" can be a little disturbing but for the most part they are pretty tame and just kind of entertaining.
Personally, I know that kids become curious about things like smoking around age 12 to 14 just as I did and a lot of them are going to experiment, especilly if they have an older sibling or friends that smoke. As for parents offering and even encouraging thier kids to smoke, I think that is just plain wrong and it might be considered a form of child abuse in my opinion.
