I managed to get hold of Thames Water last night and they said that the procedure for getting rate lowered (according to the RV) is as follows:
1. they send out a meter application form (which can take up to 10 working days to be received)
2. upon receipt of the completed form they send a 'chap' round to see if a meter can be fitted (can take up to 20 working days)
3. if a meter can be fitted they will do so (can take up to 3 months), if not they will give me a bill based on the RV - no. of rooms etc.
So I asked him if I should pay the bill I have that's due on 1 April and he said if I want to I will be given a refund when the meter or revalued bill is set up - from past exp with Thames Water this will be like trying to squeeze wine from a rock! If I choose not to pay the bill they will send me a new one after the evaluation (the 'chap' is supposed to make a note on my file that I've applied for a meter etc) - so this is the option I'm going for!
Hope this helps anyone else who is paying too much!
