I, too, was concerned at the suddenness of the demand for this levy - especially since I have recently exchanged contracts on the sale of the our flat. In the circumstances, I have processed a payment in respect of the Service Charge (and ground rent) in full but intend withholding any payment of the levy until such time as the validity (legality?) of this is established.
