We already have a system of previous approval of works in place......it doesn't stop people going ahead anyway. Last night was a case in point. We are looking into a new certification of works, but it isn't straightforward. We aare taking expert advice - an insurer, a plumber, a managing agent. I am not sure what the comment about leases was meant to be getting at.
