I’d only be happy to employ an on-site plumber if his name was Garth. Seriously, everything you say makes sense to me. The only thing I’d add is that the goal goes beyond just reducing the insurance premiums. I think the goal should be expressed in terms of a reduction in the number of water damage incidents. Even if the event is insured against, it is unpleasant, stressful and time-consuming to have to clear up after a major leak.
