Andy, I know that you understood my proposal. I was just re-iterating it in response to C7 Pete’s question. In ‘Mike’s World’, every leaseholder complies with his/her lease including the so called ‘use in a tenant-like manner’ clause. Every leaseholder maintains the plumbing and associated appliances in his/her flat up to a good standard with regular inspection and maintenance. Every leaseholder also recognises his/her moral obligation to the neighbours to take all reasonable steps to avoid inflicting avoidable flood damage on adjacent properties. Unfortunately, it sounds as though ‘Mike’s World’ only exists inside my head.
