Am I right in thinking that the only people to really benefit from this alternative arrangement are the ones that DONT get the checks done - as they won't pay anything! Those that are happy to get the checks done will now pay more...? I thought we were trying to keep costs down and the current arrangement is the best value (if not the most flexible) for those that do take up the checks. What about something similar to the current arrangement - which facilitates checks during normal working hours, plus the provision for a (hopefully not too high) premium payment for those needing an 'out-of-hours' inspection?
