Seems fairly obvious to me, rather than shelling out £50 per flat up front on the assumption that everyone would sign up to your idealistic view that everyone would welcome Planet Plumbing to go in to their flats to carry out their checks on their agenda, what you should have done is signed them up on a contract whereby they were paid per flat as the work was done, they would have then been given the incentive to chase people themselves. As it is they must be sat back counting the money and p***ing themselves at your incompetence!
