Key Centers

I am wondering if anyone can shed some light on this concept. Key Centers. I understand that certain progressions are not based on just one key / scale. How do you determine which chords fall into which scale? (Maybe I'm not even asking the correct questions) I heard about this phenomenon at; http://www.chordwizard.com/hmw512.asp Any help would be appreciated. Stoney
