Similar chords

Here is what I am wondering about. The difference between for example a G6 chord and a Eminor7 chord. Seems to me that this is more or less the same thing. G6 = GBDE Em7= EGBD So they seem to have the exact same notes. From the point of view of improvisation it should then be possible to play the Em7 arpeggio over the G or G6 chord. Any comments?
