It's a natural minor scale with a raised third degree, if you want one way of identifying. That isn't a formal or traditional scale, but if you have to force into conventional theory, that's one way.
Where did you find this? Some composers (such as Bartok) used "synthetic" scales, one's of their own invention.
Is this particular scale a collection of notes that is consistent throughout a composition? Is it just found in one section or phrase?
You have to consider how it is used; use might simply have a borrowed harmony (from the parallel key).
In analysis, you have to let the music tell you what is happening. You can't try to make your music fit a preconceived idea or convention.
