If you double the 6th degree, both would have to be raised. In C min., you wouldn't have A natural in the bass and Ab in the alto, for example.
I consider the doubling rules secondary to the voice-leading rules, and if you face any parallel perfect intervals with the doubling, you'd have to break them anyway.
